Percy Chinyama is a distinguished ICT professional and national leader in Zambia’s digital transformation agenda. With more than 22 years of service in the public sector, he has been at the forefront of implementing the country’s e‑Government strategy and driving innovation through technology‑enabled governance.

As National Coordinator of the Electronic Government Division, under the Office of the President, Mr Chinyama leads the SMART Zambia Institute, the government entity responsible for modernizing public service delivery through digital systems and ICT infrastructure. His leadership has transformed Smart Zambia from a basic systems unit into a nationwide digital innovation hub connecting districts, digitizing health records, optimizing government interoperability, and expanding citizen access to online services.

He holds a Master of Business Administration (MBA) with specialization in Strategic Management and Corporate Governance and has extensive experience in ICT policy development, strategic leadership, and stakeholder collaboration.

Percy Chinyama’s professional journey reflects a deep commitment to bridging the digital divide, promoting digital inclusion, and empowering citizens through ICT skills development.
